Microsoft will be charging netbook vendors $45 per license for Windows 7, a $20 increase over the $25 they are now paying for Windows XP. As netbooks are cheaply priced, and vendors not willing to increase prices given the economic situation, most have decided not to offer Windows 7 for current models that use the Atom N270/N280 processors. Instead, they plan to intro Windows 7 with their Atom N450-based models.
